Loy J. Serrano was named administrator at Fort Worth Transitional Center in 2012. Prior to that, he served as assistant administrator, operations supervisor and client monitor. Before joining Avalon, Serrano spent 15 years with Cornell Companies, where he was a monitor supervisor, recreation supervisor, recreation aide and correctional officer. He began his corrections career at Reeves County Law Enforcement Center as a sergeant in 1988.
