Effective August 23rd, OMDC must verify the vaccination status of all workers coming to the facility (including full- and part-time employees, third-party contractors, volunteers, trainees, and others as indicated in the "DEFINITIONS" section listed in the Health Order) through one of the following approved methods:


  1. COVID-19 Vaccination Record Card (issued by the Department of Health and Human Services Centers for Disease Control & Prevention or WHO Yellow Card) which includes name of person vaccinated, type of vaccine provided and date last dose administered); OR
  2. A photo of a Vaccination Record Card as a separate document; OR
  3. A photo of the  Vaccination Record Card stored on a phone or electronic device; OR
  4. Documentation of COVID-19 vaccination from a health care provider; OR
  5. A digital record that includes a QR code that when scanned by a SMART Health Card  reader displays to the reader client name, date of birth, vaccine dates and vaccine type. The QR code must also confirm the vaccine record as an official record of the state of California; OR
  6. Documentation of vaccination from other contracted employers who follow these vaccination records guidelines and standards.[1]

All asymptomatic unvaccinated or incompletely vaccinated employees/workers will be required to undergo diagnostic screening testing at least once weekly

Christopher J. LaRose, Senior Warden

Facility Leader: Christopher J. LaRose, Senior Warden

Christopher J. LaRose was promoted to senior warden at Otay Mesa Detention Center in July 2019, after serving as warden at Northeast Ohio Correctional Center. LaRose brings 20 years of corrections experience with the Ohio Department of Correction and Rehabilitation (ODCR), where he most recently served as warden at two facilities. LaRose started his corrections career in 1996 as a correctional officer at ODRC, where he later served as a lieutenant, captain, administrative captain and deputy warden of Operations. During his tenure, LaRose was also a Special Response Team coordinator, Critical Incident Management coordinator, and certified crisis negotiator. He served for eight years in the U.S. Army Reserve. LaRose holds an associate degree in criminal justice from Belmont Technical College and a bachelor's degree in organizational leadership and development from Wheeling Jesuit University.
