
CoreCivic understands that evidence-based programming is one of the most meaningful drivers of lasting change. This commitment guides how we continually strengthen the services available to the individuals in our care. Fidelity, the practice of delivering a program exactly as intended, is essential to ensuring these interventions have the impact the research promises. National studies show that when evidence-based programs are implemented with fidelity, recidivism can be reduced by up to 30 percent. Ensuring this level of quality requires focus, structure, and a shared vision of what effective programming looks like.
To strengthen consistency across facilities, the Core Services Training and Fidelity team at CoreCivic developed the Continuous Quality Improvement tool in 2023. After a successful pilot, the tool became the foundation for CoreCivic's Program Fidelity Evaluations this past year. These evaluations provide a detailed look at how closely each facility is delivering its evidence-based curricula. Arik Yox, director of Core Services Training and Fidelity at CoreCivic, explains that the tool helps teams turn intention into measurable impact. It offers clear expectations, practical indicators, and a shared standard for delivering programming that can truly change lives.
An external reviewer conducts each fidelity evaluation. These reviewers are highly qualified contractors, several of whom hold doctoral degrees, and all bring extensive experience in correctional programming and research. Their visits include program observations, documentation review, and conversations with staff. After gathering and analyzing this information, each facility receives a rating of Highly Effective, Effective, Needs Improvement, or Ineffective.
As of December 2025, 11 facilities had completed the full fidelity evaluation process. The results reflect a bell curve. Yox views these results as a meaningful sign that the evaluation tool is working as intended and offering an honest snapshot of program quality across the system. The evaluations provide leaders with a clearer understanding of how programs operate in real time and where additional support may be needed.
The Continuous Quality Improvement tool is designed to strengthen programs through ongoing process improvement. When a facility scores below expectations, a collaborative plan to build capacity and enhance program delivery is created. The Core Services department works with local teams to strengthen facilitation skills, reinforce curriculum fidelity, and ensure that staff have the training and resources they need to meet high standards. This cycle of evaluation, feedback, and growth positions CoreCivic to continue expanding the quality and credibility of its programming nationwide.
